As a Project Engineering Manager at Worley Rosenberg, you will establish the project framework for delivering engineering and design and provide cross-discipline coordination and supervision by directing project execution activities and discipline deliverable creation for one large or several smaller projects. You will be accountable for the safe, sustainable engineering, quality, cost, and schedule delivery of all work by the engineering team on the project.

Key Responsibilities
General:
- Responsible for engineering management, directing multi-discipline teams within a specific project or portfolio of smaller projects.
- Operates with broad management authority, receiving minimal technical guidance and control.
Business Development Support:
- Build positive working relationships with customers, suppliers, and contractors.
- Support proposals by developing cross-discipline execution strategies, estimating costs, writing proposal content, and presenting to customers.
- Lead or assist in networking, negotiations, strategic alliances, and cost-saving efforts.
- May be called upon to lead all or part of a proposal.
Business Operations:
- Manage project engineering resource needs and communicate team resource loading and skill requirements to Discipline Managers.
- Participates in the performance review process, as well as supporting the delivery of training and mentoring others.
- Resolve inter-discipline, vendor, and customer issues.
Technical Competency:
- Ensure adherence to engineering and design practices, regulatory requirements, and customer specifications.
- Support the standardization of equipment specifications, drawings, and document templates.
- Ensure checking, peer reviews, and incorporation of comments and findings.
Project Execution:
- Participate in project execution strategy and planning.
- Drive innovative solutions and technology advances.
- Own the engineering plan and project scope/cost/time requirements.
- Coordinate disciplines to ensure project success.
- Manage project change and progress tracking.
- Review and authorize work done by direct reports.
Project Deliverables:
- Facilitate data gathering and preparation of engineering studies and analyses.
- Ensure technical issues are defined with alternate solutions and recommendations.
Procurement Support:
- Ensure relevant information is incorporated into equipment/material specifications and requisitions.
- Facilitate bid clarifications and evaluations.
Site Support:
- Ensure that information from constructability, operability, and maintainability reviews is incorporated into engineering design.
- Work with site personnel to resolve issues.
- Provide or lead on-site support for construction, commissioning, or turnover when needed.

Qualifications and Experience
Essential:
- Strong understanding of cross-discipline work, interfaces, and sequencing.
- Well versed in project setup, instituting work processes, monitoring a team, execution, and closeout.
- Skilled in estimating project costs and writing proposal content.
- Adept at budgeting and cost control.
- Experience working in multi-cultural/national environments
- Experience managing teams of typically 50+ people and/or moderately complex project scopes.
- 15+ years of relevant discipline experience and 5+ years in project leadership.
Desirable:
- Training in risk management or quality.
- Experience in project management, risk management, quality, procurement, or construction execution.
Skills and Competencies

- Make decisions to achieve engineering goals in line with the execution plan.
- Endorse proposed engineering changes prior to submission to the Project Manager/customer.
Communication:
- Effectively communicate and present complex proposals and reports to senior or executive-level management.
- Employ a participative management style with a cooperative team approach.
People Skills:
- Build effective business relationships throughout the organization.
- Work well in a high-caliber team with visibility to senior stakeholders.
- Prioritize workloads and help team members achieve team goals.
Systems & Tools:
- Competent in Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
- Functional awareness of cross-discipline tools.
HSE Capability
- Manage and implement all relevant company HSE requirements.
- Drive safe and sustainable engineering outcomes throughout the asset lifecycle.
- Role-model a commitment to personal well-being and continuous improvement in health, safety, and environmental performance.
