U.S. Embassy Oslo seeks Consular Clerk
The Consular Clerk position is a role that has primary responsibility for cashier duties and performs a variety of other regular duties in support of the Consular Section in the Nonimmigrant Visa (NIV) Unit and/or the American Citizen Services (ACS) unit, based on customer demand and existing backlogs.
Major Duties and Responsibilities
Consular Cashier duties (40%)
- Charges consular fees, prepares accounting reports and processes fee refunds.
- Proficient in the operation of our Automated Cash Register System (ACRS) and related procedural guides and references. Delivers end of day report without discrepancies and cash/receipts to Accountable Consular Officer (ACO) and main cashier.
- Serves as Section expert on fee-related processes and guidelines. Ensures accuracy of the consular exchange rate and of the Schedule of Fees provided to the general public.
Consular Assistant duties (60%)
- Provides applicants with advance instructions via email.
- Performs intake and initial screening of NIV customer applications. Reviews applications for accuracy and completeness, and determines classification and validity in preparation for the officers' interview.
- Corrects application information in systems, makes annotations and determines reciprocity fees, enters petition information, as applicable.
- Alerts officers to inconsistencies in applications and potential fraud indicators.
- Confirms accuracy and performs quality assurance checks of printed visas.
- Performs duties related to visa processing and distribution to ensure timely, accurate, efficient production, distribution, maintaining accountability of visa foils.
- Handles incoming mail and processes mail-in visa applications within 3 days. Works to keep both customers and officers informed of any issues that may arise.
- Assists officers with translation from Norwegian to English as needed.
- Assists ACS unit with intake and initial screening of applications as needed.
REQUIREMENTS
Experience:
Two years of work experience involving the application of regulatory materials, assessing documentary evidence with extensive public contact, and handling of financial records (such as invoices, refunds, credit records, or cash) is required.
Education:
High school diploma is required.
Language:
English: Fluency - Speaking/Reading/Writing
Norwegian: B1 - Speaking/Reading/Writing

SKILLS AND ABILITIES
Must be able to function honestly and effectively while processing cash and cash items. Must be able to interact courteously and professionally with the general public. The incumbent is expected to operate with a high degree of independence.
KNOWLEDGE
Must know how to use general office computer systems, including printers. Understand the concept of financial accountability and be able to demonstrate attention to detail.
