Job Description:

• Support the development of plans, procedures, and processes for cost estimation.
• Lead the implementation of plans, procedures, and processes for cost estimation in projects.
• Lead the development and implementation of systems and tools for cost estimation.
• Lead the development of the Company’s cost estimation database.
• Develop comprehensive cost estimates for proposals and projects of various sizes and types, applying the most appropriate tools and techniques.
• Develop the Project Estimation Breakdown Structure (EBS), aligned with the Project Work Breakdown Structure (WBS) and Project Cost Breakdown structure (CBS).
• Ensure correct use of norms and factors.
• Ensure the required quality on the determination of the estimation accuracy, following AACEi principles.
• Ensure the required quality on the determination of allowances and contingencies.
• Liaise with the project team members and make sure that all involved roles are aware of the criticality of the delivery with respect to cost estimation.
• Liaise with the project cost controller, ensuring that cost control requirements are implemented in the project cost estimate.
• Liaise with the project planner to coordinate required schedule input onto the project cost estimate.
• Liaise with project cost controller and project planner for the determination of the contingency release strategy.
• Coordinate cost estimation information for all phases and levels in the project.
• Support the project cost controller with the establishment of the project budget based on the cost estimate information.
• Support the project cost controller with the preparation of periodic cost forecasts.
• Support the evaluation of bids from vendors and subcontractors.
• Provide cost estimation input to Management of Change activities
• Provide cost estimation input for VOR preparations
• Support the project cost controller with the establishment of a new project cost baseline if required.
• Prepare routines for effective communication between all relevant project group participants across all internal and external interfaces.
• Support to Risk Management activities and Quantitative Risk Analysis (QRA).
• Contribute to experience transfer and lessons learned activities

• Master’s or bachelor’s degree in a relevant discipline. 
• Minimum 10 years of relevant experience in the wind industry or the oil and gas industry.
• Relevant experience with industry best practices: AACEi, PMI
• Knowledge of related project controls functions including planning & scheduling, cost control, change control, document control, risk management, reporting.
• Familiarity with IFS and/or PIMS would be a plus
• Excellent knowledge of MS Office Packages
• Proficient in English, both orally and written
