Programme Development and Coordination
Freemuse monitors and documents violations of artistic freedom, and expose laws and policies that enable and sustain these violations. We leverage evidence-based advocacy for systemic structural changes at the international, regional and national levels working with partners, artists, and activists in the global south and north. Freemuse campaigns for and supports individual artists, focusing on women artists at the international and national levels. We facilitate and grow locally-owned national coalitions to defend artistic freedom and support their campaign and capacity building.
Job Purpose
The Programme Development Coordinator will be responsible for the effective day-to-day coordination of Freemuse’s programmes and projects, including developing, implementing, monitoring, and reporting. S/he will play a key role in identifying and developing new programmes and projects aimed at partnering with governments, public institutions and private foundations.
Main Responsibilities
A. New Programme Development
1. Coordinate programme development processes: identification of new opportunities/donors; leading the process of the preparation of bids and proposals; developing budgets and tailoring technical documentation.
2. New programme/project proposal writing: lead the process of new grant/programme proposal development and writing; write proposals seeking inputs from and in close collaboration with colleagues from Freemuse teams and partners; develop project/programme budget in collaboration with the finance team.
3. Partnerships and external relations: working with the team on developing and formalising key partnerships and relationships for project implementation; facilitating external relations with relevant stakeholders; convening high-level project and stakeholder meetings as required.
4. Communication and engagement with the artistic freedom community, including donors, academics, intergovernmental organisations, governments, and civil society organisations.
5. Develop and support of a community of practice, including facilitating shared learning and capacity development for regional and national partners so that they can effectively monitor, document, and report development and violations of artistic freedom.
B. Programme Coordination
6. Overall coordination of the programme, ensure that the programme is implemented as planned, in compliance with donor contractual obligations, and ensure ongoing relevance of the programme, adapting intervention approach/content associated with changes in the context.
7. Monitor programme budget, revising as necessary and advising senior management of variance and/or deficits; monitor and coordinate expenditure tracking and invoicing to donor deadlines, and ensuring compliance with the donor’s Financial Principles, value for money, and key performance indicators.
8. Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact; lead on and facilitate, where appropriate, regular learning events for Freemuse.
9. Write and coordinate the writing of donor report with Freemuse teams. Responsible for ensuring regular reporting on performance and compliance to the funder is delivered according to an agreed timetable.
10. Support the management on donor relationship management. Establish and maintain strong relationships, and regular communication with multiple project stakeholders both with staff in multiple locations and external partners.
Skills and Competency
• More than five years proven experience of coordinating human rights or related programmes
• Strong proposal writing skills with substantial successes in bidding projects and programmes from governments, institution and private foundation.
• Strong report writing, and presentation skills, including the ability to present complex issues clearly and concisely to abroad range of audiences• Proven sound judgement and ability to make decisions and work well under pressure, ambiguity, and conflicting priorities and situations.
• Ability to prioritise, problem-solved and meet agreed deadlines
• Excellent time management skills and proven ability to organise inputs from other individuals and teams in order to meet key project or programme deadlines.
• Strong soft skills, people relationship management and a high level of emotional intelligence; demonstrated facilitation, coaching and mentoring skills
• Ability to embed systematic, high quality programme monitoring, learning, and coordination
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural context
• Ability to represent Freemuse effectively externally, with international and national actors
• Familiarity with advocacy work at international and national levels
• Willingness to travels and work at flexible hours to meet deadlines
Desirable
• Good understanding of issues related to freedom of expression, arts and culture.
• Familiar with donor and funding landscapes in Europe
• Ability to work effectively independently with minimal support
The Position is full-time, two years with possibility of extension to permanent contract.
