Global Surge Manager
Norwegian Red Cross is looking for a Global Surge Manager working in the Global Disaster Management Unit of the International Programs and Preparedness (IPP) department.
This is a temporary position (vikariat) for a 12-month period based in Oslo. The exact starting date will depend on candidates’ availability however it is an advantage that the selected candidate starts working in May 2025.
We are looking for a person to coordinate the Global Surge Team (GST), be the line manager of the GST delegates (10-12 people) and the GDMU focal point for GST and ensuring timely and quality GST deployments.
The Global Surge Manager actively wants to use his/her managerial and humanitarian expertise and commitment to contribute to the efficient recruitment, development and management of all GST delegates. This position does thereby contribute to the high quality and speedy response for international emergencies with effective and timely deployments of GST delegates to the IFRC, the ICRC and the NorCross Regional Offices/Country Offices (RO/CO) response operations in alignment with the overall international strategy. This is done through the coordination with the Global Operations Managers and collaboration with International HR.
The Global Surge Manager reports to the Head of the Global Disaster Management Head Unit.

Operational Responsabilities
- Ensures that all delegates and resources are ready for GST deployments working in collaboration with International HR
- Responsible for the recruitment of the GST delegates: launch recruitment and screening process, coordinating technical clearance with the IPP Technical Unit.
- Responsible for setting out clear key performance indicators (KPIs), ensure that data is collected systematically to measure GST performance, and that data is reviewed periodically in coordination with International HR
- In close coordination with the IPP Technical Unit and Global Operations Managers, and by monitoring approaches and strategies of other RC/RC standing teams, ensures continuous and up to date development of the GST (particularly with regarding to customized training).
- In close coordination with the IPP Technical Unit and the Global Operations Managers, assess the gaps and needs of surge capacity.
- In close coordination with the IPP Technical Unit and the Global Operations Managers ensures consistent and well-coordinated technical approach to the GST deployments
- Participates in relevant RCRC taskforces, meetings, and briefings
- Be able to be deployed in emergency situations as a surge expert and/ or as a relevant deployable profile (Health/WASH) (up to 20% of working time per year).
- Support and be ready to cover for Global Operations Managers as needed, ensuring a seamless workflow and maintaining operational efficiency,
- In close coordination with the Security Advisor, monitors the GST’ safety and security and manages consequences of the crisis (staff wellbeing, relocation, evacuation, business continuity plans activation, etc.)
Kvalifikasjoner
Formal requirements:
- Advanced degree in a technically relevant subject (clinical health, public health, Water, Sanitation and Hygiene (WASH)). Other degrees will be considered if substituted with relevant experience in humanitarian work.
- Experience in managing a team of technical experts or humanitarian professionals, preferably in health and/or WASH.
- Significant experience in surge, preferably health/WASH. Experience with both technical, operational and HR sides to surge and deployments is considered an asset.
- Experience in working in humanitarian organizations preferably in disaster management. Intermediate knowledge of relevant IT tools and systems.
Skill and knowledge
- Knowledge of the RCRC Movement and/ or the humanitarian sector
- Skills within organizational culture and intuitional learning
- Documented experience in managing a team of experienced delegates with diverse backgrounds
- Experience in using an structured approach and tools to managing a team to enhance productivity
- Experience in coordinating and cooperating across teams and units.
- Documented experience and ability to work under pressure and support others working under pressure in complex health response operations
- Knowledge of Norwegian work regulations and context or willingness to learn those
- Available to deploy for short term missions at short notice on request (up to a maximum of 20% of the yearly working period).
- Fluency in English. Willingness to learn Norwegian (B2-Bergenstest) for non-Norwegian speaker. French, Spanish an asset.
