Who are we?

Founded with the belief that a country’s natural resources belong to its citizens, the Extractive Industries Transparency Initiative (EITI) is an international association that includes over 50 member countries and over 60 supporting companies.

Our unique multi-stakeholder model brings together government, civil society and business representatives around the same table with a common mission – to improve natural resource governance. We aim to promote understanding of natural resource management, strengthen public and corporate governance and accountability, and provide data to inform policymaking and multi-stakeholder dialogue in the extractive sector.

The EITI International Secretariat is based in Oslo, Norway, with around 50 team members working both from our Oslo office and remotely. We are a dynamic and collaborative international organisation. Our official working language is English, but we also communicate in several other languages.

What are we looking for?

We a looking for a new colleague, who will support the implementation of EITI’s policy priorities related to extractive sector governance, with a particular focus on extractive revenue taxation. This role would also entail leading our work on commodity trading and engagement with state-owned enterprises. The job holder will provide thematic expertise on project-funded work in these areas. This position involves working with the Country, Disclosure and Communications teams to ensure that implementation support related to the EITI’s policy areas is strategic and impactful. The Senior Policy officer will report to Policy Director.

The selected candidate will have the ability to influence a wide range of stakeholders, through a combination of solid writing, presentation and networking skills. The person is curios to explore technical aspects of extractive industry governance and EITI implementation, have strong interpersonal skills and the ability to work flexibly with a wide range of team members, while retaining the ability to act independently. Willingness to work in an “all hands-on deck” environment and engage in a variety of tasks is important for this role.



Duties and responsibilities

  • Support EITI implementing countries in using the EITI Standard to improve their ability to raise tax and non-tax revenue, alongside addressing illicit financial flows.
  • Further develop capacity on fiscal regime and contract analysis and evaluation, which includes assessing tax incentive policies, and monitoring project costs.
  • Develop strategic direction together with the Policy Director and coordinate work on implementation of EITI provisions on state-owned entreprises (SOEs) namely EITI requirements 2.6 on state participation, 4.2 on sale of the state’s share of production and 4.5 transactions related to state-owned enterprises.
  • Support consistent disclosures by commodity traders buying oil, gas and minerals from governments and anti-corruption efforts by the grouping.
  • Building opportunities for peer exchange on extractive taxation, commodity trading and good governance of state-owned enterprises, including co-ordination of the EITI SOE network, the SOE network summit and the commodity trading working group.
  • Developing guidance for EITI countries on relevant provisions in the EITI Standard.

Qualifications

  • A Bachelor’s degree is required and a Master’s degree is an advantage.
  • An interest in natural resource governance and knowledge of issues related to extractives taxation, state-owned enterprises and commodity traders.
  • Experience in liaising with development partners, government representatives, oil, gas and mining companies and civil society actors.
  • Ability to provide support and guidance to external and internal actors on the EITI Standard and implementation.
  • Excellent organisational and administrative skills, and ability to track progress on a wide range of workstreams.
  • Fluency in Portuguese and/or French and/or Spanish and/or Russian is highly desirable.
  • Experience working in an international environment and with international partners, ideally in the extractive industry and development sector is an advantage.
