The Investigation Section of the Department for Post Graduate Studies seeks to appoint an individual in a permanent vacancy as an Associate Professor/University College Lecturer in the area of cybercrime and digital evidence. You will join a team of international staff with whom you will be expected to work in close collaboration, undertaking research in the area and engaging in the delivery and management of courses across all levels of education and training. Evidence of prior teamwork, regional and international capacity building, and excellent communication skills are essential.

The Investigation Section offers more than 60 different studies and courses at postgraduate and further education levels for police employees. You may be expected to travel to Norway and other European nations for project work and education/training activities. The working environment will largely exist online, so you should have significant experience of working from home.

Within the section there is continuous ongoing work with revision and development of the various studies. It is our goal to use online learning methods to a larger extent than before.
At present, the section has 33 employees.

Employment as either: -

Responsibilities and main tasks of the position

You will be provided with opportunities to lead and develop academic delivery and research, which will allow you to develop a portfolio of experience.

As a lecturer your key roles within Teaching and Learning include: -

  • Engaging in curriculum development with the programme team to develop and deliver high quality education materials for Law Enforcement;
  • Facilitation of learning, through delivery of lectures, tutorials and other appropriate modalities (largely using online formats) across all levels of education;
  • Assessment of learning;
  • Participation in the development of online and distance learning programmes including training;
  • Engaging with learners online to improve the interactivity in course delivery with online-based students;
  • Support of students in their studies;
  • Supervision of students;
  • Professional development, planning, organising, delivering, and evaluating various studies and courses, especially related to digital evidence and cybercrime investigations in the context of crime and behavioural analysis and prevention;
  • Producing quality evaluation reports throughout the implementation of existing and new studies upon delivery;
  • Review and analyse the needs and requirements of law enforcement beneficiaries in the field of digital investigation, especially in the following areas: data analysis and visualisation, data science, predictive/preventive policing, crime and behavioural analysis, and further related topics;
  • Participate in internal and external co-operation and collaboration and work on building synergies with other study areas;
  • Participate in internal and external sessions, conferences, meetings, etc., according to agreements with the Head of Section.

All academics are responsible for the dissemination of knowledge (teaching and learning), and creation of knowledge (research). Academics are also expected to assume some administrative, management and/or leadership duties with the portfolio (this may take different forms), and make some contribution to their profession appropriate for their career stage.

Professional qualifications, experience and education

it requires:

  • For an Associate Professor, a doctoral degree (PhD) from a relevant discipline including Behaviour Sciences, Psychology, Crime Analysis, Cybercrime and Digital Forensics. The candidate should also hold a master's degree in Crime Analysis and Prevention and/or Computer Science topics such as Digital Forensics or Cybercrime Investigations is required.

  • For a Førstelektor/First Lecturer, a master's degree in Crime Analysis and Prevention and/or Computer Science, Digital Forensics, Cybercrime Investigations and documented extensive research and development work with clear relevance to the subject area that in quality and scope corresponds to the workload and level of a doctoral thesis.

  • For a Høgskolelektor/Lecturer, a master's degree in Crime Analysis and Prevention and/or Computer Science topics such as Digital Forensics or Cybercrime Investigations is required. The candidate should also be working towards or completed a PhD in a relevant subject.

  • Relevant skills and experience in the following areas are required for this post:
    • A demonstrable technical skillset and experience relating to tools, techniques, methodologies and models for analysis and visualisation of crime.
    • Experience with using and/or developing systems used for analysis of crime behaviours and predictive policing.
    • Proven experience in cybercrime education and training development and delivering training courses to law enforcement officers.
    • Proven experience in capacity building within the digital forensics and cybercrime domain for law enforcement.
    • Experience with frameworks that can be used to turn analysis and results into high quality documents, reports, and presentations for various law enforcement stakeholders in the investigation chain.
    • Proven competence with statistics, analysis, and visualisation techniques.
    • Knowledge of coding in at least one programming or scripting language.
    • Previous experience with European projects such as Horizon, ISF or other funding streams in the context of cybercrime for law enforcement and/or the judiciary.


  • Exposure to and willingness to teach multiple of the following specialist topics:
    • Introduction to Digital Policing
    • Crime behaviours
    • Cybercrime Investigation and Prevention
    • Prevention of Cyber-Enabled Crimes
    • Data analysis
    • Statistics, analysis and visualisation techniques in Digital Policing (including use of R and other relevant tools)

  • All of the following core skills:
    • Research methods
    • Professional Ethics
    • Problem Solving
    • Working within an academic team and individually

  • At least six years’ teaching experience in higher education institutions in a relevant subject, and some experience teaching/training for law enforcement in digital investigations and cybercrime.

  • Education in basic pedagogical competence or other equivalent relevant practical pedagogical education. Applicants without education in basic pedagogical competence/other equivalent relevant practical-pedagogical education undertake to take such education within two years of employment.

  • Excellent spoken and written communication skills, with an ability to engage audiences, are essential for this post. While teaching and assessment are conducted in English, candidates with fluency in another European language would be an advantage to our international team and for our international partnership.

  • Evidence of recent peer-reviewed publications and active research projects in your field (or sufficient evidence of potential) would be an advantage, as The Norwegian Police University College wishes to continue to grow both in terms of volume and quality of research.

Employment in the police department requires impeccable conduct. A police certificate of conduct (exhaustive and extended) must be presented before taking up the position.


In addition, emphasis will be placed on:

  • Experience in managing law enforcement related projects at international level.
  • Familiarity with the international law enforcement co-operation efforts in the areas of harmonisation of training and education material in the area of digital forensics and cybercrime.
  • Proven research background related to law enforcement investigative activities in crime analysis, digital evidence and cybercrime.

In addition to your area of domain expertise, we are looking to appoint someone who is enthusiastic about learning and education and is open to innovative models of learning and teaching, particularly with experience of online teaching and learning.
