Who are we?
The Extractive Industries Transparency Initiative (EITI) is an international association that includes over 50 member countries and over 70 supporting companies. We believe that a country’s natural resources belong to its citizens. Our mission is to promote understanding of natural resource management, strengthen public and corporate governance and accountability, and provide data to inform policymaking and multi-stakeholder dialogue in the extractive sector.
Our unique multi-stakeholder model brings together government, civil society and business representatives on a single EITI platform with equal footing to improve natural resource governance. Member countries implement the 2023 EITI Standard, recently updated with new provisions on energy transition, anti-corruption and gender equality.
The EITI International Secretariat is based in Oslo, Norway with 50 team members working both in our Oslo office and remotely. We are a dynamic and collaborative international team working in English and several other languages.

We are looking for a highly motivated, service-minded, reliable and detailed-oriented person who is comfortable supporting and facilitating engagement with diverse stakeholders. The ideal candidate will have strong initiative, the ability to quickly learn new tasks and work both independently and collaboratively to deliver results. Active listening and writing skills in English are required to record details of meetings on technical subjects.

The Country Officer - Europe position offers the chance to work in an international and collaborative working environment to help citizens of resource-rich countries benefit from their natural resources. The role provides opportunities to facilitate and coordinate the EITI International Secretariat’s engagement with diverse stakeholders in Europe and support our global membership outreach. The position reports to the Europe Regional Director and Outreach Coordinator and is a permanent position with a start date in January 2025.
Our office is located in central Oslo with various commuting options available. Employees based in Oslo can apply a hybrid work setup, offering greater flexibility. Beside a competitive salary we offer an above-the-market private pension and insurance package. The salary benchmarking for the role is NOK 521.000 - 535.000 depending on education and relevant years of experience.
EITI International Secretariat can on a case-by-case basis provide support in relocation to Oslo, Norway for international applicants. It is also possible for remote working set up subjected to the candidate's location.

Duties and responsibilities
The Country Officer will provide technical and administrative support to EITI implementation in seven European countries including Albania, Armenia, Germany, the Netherlands, Norway, Ukraine and the United Kingdom; and support EITI membership outreach to countries and companies by assisting work of the EITI Board’s Outreach and Candidature Committee. The role entails the following responsibilities:
- Support to EITI Implementation, including, but not limited to, assisting the Europe Director and Outreach Coordinator with country stakeholder engagement, research and analysis of natural resource governance in the region; supporting bilateral and regional meetings for peer exchange and capacity building and reviewing EITI reports, etc.I am working on it now
- Support to EITI Validation, including, but not limited to, supporting countries in the preparation for Validation, assisting in conducting stakeholder consultations, conducting background research as required during Validations.
- Membership Outreach, including, but not limited to, assisting the International Secretariat’s support for the EITI Board’s Outreach and Candidature Committee (OCC), supporting in the preparation of the quarterly Outreach Progress Report, etc.
- Project Management, including, but not limited to, coordinating preparation of documentation for annual progress reporting to donors, assisting in communication with partners and donors, maintaining records for monitoring and evaluation of project results.
Qualifications
Required experience and skills
- Bachelor’s degree, preferably in social science, international relations or similar.
- Excellent command of written and spoken English.
- At least one to three years of professional work experience in natural resource governance, energy or the extractive industries, government, civil society or a development agency within the European region.
- Information management support experience including a structured and organized approach to gathering and registering documentation.
- Research experience including with analysis of policy and technical documents and the ability to identify and summarize key points.
- Communication experience including the maintenance of websites, information and project trackers, and attention to detail and punctuality in executing updates.
- Administrative experience including efficient coordination and scheduling of meetings, activities and events.
- Accurate notetaking and preparation of concise written summaries of stakeholder meetings.
- Responsive to questions and information requests from stakeholders.
Desirable experience and skills
- Excellent command of the Norwegian, German, or Dutch languages.
- Experience working in natural resource governance, including knowledge of policy issues related to governance of oil, gas and mineral sectors.
- Experience in technical work related to the EITI Standard such as data analysis, understanding fiscal regimes, regulatory frameworks, public financial management and operations of state-owned enterprises.
- If no previous experience with the EITI Standard, the ability and interest to quickly master the technical details of the EITI Standard.
- Ability to work effectively with diverse international stakeholders.
- Interest in supporting global membership outreach to countries and companies.
