Who are we?

The Extractive Industries Transparency Initiative (EITI) sets a global standard for open and accountable management of oil, gas, and mineral resources. Our mission is to foster understanding of natural resource management, strengthen public and corporate governance, and provide data to inform policymaking and dialogue in the extractive sector. EITI also helps raise awareness of how the energy transition impacts extractive activities and revenues, supporting the responsible and transparent production of critical minerals. In each implementing country, EITI is backed by a coalition of government, companies, and civil society.

The EITI International Secretariat is based in Oslo, Norway with +50 team members working both in our Oslo office and remotely. We are a dynamic and collaborative international team working in English and several other languages.

What are we looking for?

This position will support the implementation of EITI’s policy priorities related to extractive sector governance, with a particular focus on beneficial ownership and contract transparency. The role will also entail leading the International Secretariat's work on transparency around licensing. The job holder will provide thematic expertise on project-funded work in these areas.

We are seeking a dynamic expert who, in addition to supporting the implementation of EITI’s policy priorities, will lead efforts on licensing transparency. The role will also provide thematic expertise on project-funded work in these areas. This position involves close collaboration with the country, disclosure, and communications teams to ensure that implementation support for EITI’s policy areas is strategic and impactful.

They will have a natural curiosity to explore the technical aspects of extractive industry governance and EITI implementation.

Responsibilities and duties 

Responsibilities

This role will be responsible for serving as the Policy Team's expert on thematic work related to beneficial ownership, licensing, and contract transparency. This includes:

  • Support EITI implementing countries in using the EITI Standard to improve their ability to disclose and publish beneficial owners and use BO data for reforms and public debates.
  • Further develop capacity of national stakeholders on contract transparency and licensing, which includes use of contracts for policy reform.
  • Develop strategic direction together with the Policy Director and coordinate work on implementation of EITI provisions on beneficial ownership, licensing and contract transparency.
  • Review content and support project teams coordinating donor-funded projects on beneficial ownership and contract transparency.
  • Building opportunities for partnerships and peer exchange on beneficial ownership and contract transparency, including supporting the EITI’s contract transparency network.
  • Developing guidance for EITI countries on relevant provisions in the EITI Standard.
  • Support the Validation and stock takes of implementing countries’ performance on EITI provisions on beneficial ownership, contract transparency and licensing.
  • Travel and representation of the EITI International Secretariat at regional and international events.

Duties

  • Serve as the Secretariat’s expert on beneficial ownership, contract transparency and licensing.
  • Coordinate work required to support disclosures on beneficial ownership and contract transparency, including project funded work in this area.
  • Contribute to strategic discussions within the policy team and Secretariat on the implementation of the EITI Standard in the areas mentioned above. 
  • Support country teams in providing trainings and peer-learning events on these thematic issues.
  • Support the production and update of guidance materials on implementing the EITI Requirements. This will entail developing, reviewing and providing technical inputs to draft guidance and coordinating information from internal and external experts. Support  the development of guidance communication materials, policy briefs or other publications to articulate the EITI’s value add in the areas mentioned above.
  • Coordinate engagement with relevant external partners and experts.

Qualifications

  • A Bachelor’s degree is required and a Master’s degree is an advantage. A legal background is also considered an advantage.
  • Work experience from 7 - 10 years. More autonomy and varied work responsibilities will be provided for senior candidates.
  • An interest in natural resource governance and knowledge of issues related to extractives taxation, state-owned enterprises and commodity traders. 
  • Experience in liaising with development partners, government representatives, oil, gas and mining companies and civil society actors.  
  • Experience working across departments and projects i.e., in a matrix work environment is desirable.
  • Ability to provide support and guidance to external and internal actors on the EITI Standard and implementation. 
  • Excellent organisational and administrative skills, and ability to track progress on a wide range of workstreams. 
  • Fluency in Russian and/or French and /or Spanish and/or Portuguese and/or any other languages from EITI implementing countries is highly desirable. 
  • Experience working in an international environment and with international partners, ideally in the extractive industry and development sector is an advantage.

EITI International Secretariat is looking for local based candidates and can on a case-by-case basis provide support in relocation to Oslo, Norway for international applicants. It is also possible for remote working set up subjected to the candidate previous experience and location.
